her one believes, as a matter of science, the problem of climate change is real or imagined, exaggerated or understated, there is no doubt that the legal storm has already broken – and those legal issues present real risks and real benefits that cannot on be ignored. Climate change is already happening and represents one of the greatest environmental, social and economic threats facing the planet. "Global warming" refers to increases in global temperatures resulting from an accumulation of greenhouse gases in the atmosphere. Greenhouse gases include carbon dioxide, methane, and chlorofluorocarbons. The warming of the climate system is unequivocal, as is now evident from observations of increases in global average air and ocean temperatures, widespread melting of snow and ice, and rising global mean sea level. The Earth's average surface temperature has risen by 0.76° C since 1850. The main reason for these changes is increasing carbon dioxide level Since 2000 the annual rise has increased to an average 2.1 ppm. This increasing rate of growth in CO2 concentration may indicate that forests and oceans are no longer effectively absorbing carbon dioxide - which suggests that continuing carbon dioxide emissions will have a greater impact on mean global temperature than predicted by existing climate models. The two major treaties addressing the issue, the United Nation Framework Convention On Climate Change (UNFCCC) and its Kyoto Protocol, were agreed in 1997. There are some adaptation measures already being implemented, which will be essential in order to address the projected consequences. Mitigation measures will also be needed in order to reduce the severity of impacts. Policy instruments could create incentives for producers and consumers to significantly invest in products, technologies and processes which emit less greenhouse gases. This will be necessary to achieve a stabilization of the concentration of greenhouse gases in the atmosphere.
